Top countries in the world with the highest data rates

The Speedtest publishing company has just published the latest edition of the ranking of countries with the highest fixed and mobile speeds. The first highlight of the study is that the global average download speed increased in 2020 for both mobile and fixed broadband. Average mobile speeds reached 55.07 Mbps and 107.50 Mbps for fixed broadband, an increase of 59.5% and 31.9% respectively between July 2020 and July 2021.

 

Average mobile download speeds are almost 100% faster than in 2019, and almost 200% faster than in 2017. Similar increases were recorded with average download speeds on broadband.

 

According to the study, the United Arab Emirates came out on top for mobile in 2020 and 2021, followed by South Korea. China, Qatar and Cyprus complete the top five. Norway, Saudi Arabia, Kuwait, Australia and Bulgaria also make the top 10 list.

For fixed broadband, Monaco ranks first, followed by Singapore, Hong Kong, Thailand, Romania, Switzerland, South Korea, Chile, Denmark and Liechtenstein. Chile and Denmark make their first appearance in the top 10, ousting the US... and France.

 

In fact, according to the latest edition of this ranking, France ranks 27ᵉ in the world as regards mobile speeds, with an average of 73.27 Mb/s. As regards fixed broadband, the country does much better and ranks 11ᵉ place with an estimated average monthly speed of 199.68 Mb/s. It should be noted, however, that France loses two places and thus leaves the world's top 10 countries with the highest fixed broadband speeds.

Orange condemned for misleading commercial practices

After being condemned for its commercial practices concerning its 4G and 5G mobile packages three weeks ago, Orange has been rapped on the knuckles again. This time it is its practices in terms of the application - and especially the presentation - of the two-year legal guarantee of conformity that has led the Direction Départementale de la Protection des Populations (DDPP) of Val-de-Marne to crack down.

 

The French administration reproached the historical operator for presenting this two-year legal guarantee, which was made compulsory in 2016, as an offer specific to the operator, and not as a legally imposed guarantee. Orange has therefore been required to display a message to remind the public authorities that this guarantee is above all the result of their work.

The operator is also called upon to put its commercial offers in order, in particular by adding this famous missing term "legal guarantee", which does not appear on its labels and displays in its physical shops. The administration also points out that the omission of this legal notice may lead Orange subscribers not to enforce their rights.

 

Far from being a first for the incumbent, the latter has recently been condemned for similar omissions. On 27 July, it was convicted of "knowingly failing" to present in "satisfactory conditions the restrictions on use" of 4G and 5G services. A fine of €15,000 was imposed by the Paris judicial court for having forgotten to present the actual availability of the 5G network on French territory, as well as the minimum speeds actually available for the new generation of mobile technology to its customers.

This sentence followed a writ of summons from the association Consommation Logement Cadre de vie (CLCV), for whom the omission of these details amounted to knowingly misleading consumers potentially interested in trying out the new generation of mobile technology and taking advantage of the explosion in speeds so much vaunted by the promoters of 5G.

On 20 July, the operators submitted their plan of attack to improve the quality of connections to the government. For the French Federation of Telecoms (FFT), there is no question of letting these malfunctions damage the image of fibre and hinder its deployment in the short and medium term.

This opinion is shared by all telecom stakeholders. "Good quality [of connections] is essential to ensure the operation of FttH networks under good conditions, to ensure their sustainability and to limit the additional costs associated with recovery or reinstatement work," Arcep points out. The same is true of operators, who regret that damage to network infrastructure, whether deliberate or not, does not harm their image or that of fibre.

 

Last May, the infrastructure operators had already made a series of commitments to improve the quality of connections by changing the subcontracting contract (STOC mode) that governs the market. Now it is the turn of commercial operators to tackle the problem head on. In this white paper, they propose various ways to put an end to "noodle dishes".

In addition to training their field staff, the operators also advocate the widespread use of a new form of engineering within shared cabinets. This new architecture, known as the "M" shape, "makes cross-connection more fluid and intuitive, thanks to a colour code for the paths". The latter are thus campaigning for the generalisation of this system on a national scale.

In addition, and in order to allow for a better audit of connections already made, the operators wish to generalise a new type of photographic report, "which provides for time-stamped photos to be taken before and after each intervention, making it possible to control the quality of the work carried out by the participants and to rapidly detect the appearance of defects". Launched at the beginning of the year, the tool nevertheless suffers from a few limitations: "the controller's inability, whether human or mechanised based on artificial intelligence, to ensure that the optical positions occupied are in accordance with what is planned". This is a major shortcoming, as it is common for this malfunction to lead to bottlenecks in the cabinets.

The operators also want to rely on an interoperator application, called "e-Mutation", which aims to help technicians improve their visibility of the lightpaths used in a given cabinet. They also announced the forthcoming launch of an interoperators IT tool to track a fault from notification to resolution.

The last point concerns the National Address Database (BAN), a public database that aims to reference the address of all premises in France. The database, which can be used in the form of an API by operators, has been criticised for its shortcomings, particularly in rural areas. "It is essential that local authorities quickly acquire a complete address database," explain the operators, who rely on this information in their connection operations.

 

Will this put an end to the proliferation of noodle dishes? At least that is what the operators are hoping for. Especially since the timing is critical for the adoption of fibre, while the rollout of very high speed broadband continues in all directions in metropolitan France. Fibre professionals expect to deploy 6.2 million sockets in 2021. This should exceed the government's objectives in this area, with forecasts of 87% of homes connected to fibre in 2022, instead of the 80% initially desired by the public authorities.

Equinix launches submarine cable under the Manche

On 13th July, Equinix announced the launch of a new international fibre optic cable project under the Manche. The network, called CrossChannel Fibre, will connect Equinix's London and Paris centres via landing stations in Brighton and Veules-les-Roses. It will be operational from the end of 2021.

 

"The 520-kilometre cable has 96 fibre pairs, will offer more than 20 Tbits per fibre pair, and will have the lowest latency of any network connecting London and Paris," boasts Equinix management, who also note that this is the first submarine fibre optic cable laying project in the English Channel for nearly 20 years.

 

This new project allows Equinix to continue to expand its network in France. To this end, the company recently signed a major partnership with Terralpha, the SNCF Réseau subsidiary responsible for developing the carrier's very high-speed network in France. The agreement will allow all companies hosted in Equinix data centres to use the 20,000 km of fibre optic cable running along the SNCF Réseau rail network.

 

The data centre operator expects to increase its turnover by 10 to 11% in 2021, thanks to the expansion of its data centre network and its cloud services.

First UK operator to reintroduce roaming charges

From January 2022, UK operator EE will reintroduce roaming charges in Europe. It is the first UK mobile operator to take this step, having previously said it would not reintroduce roaming charges.

 

It intends to charge its new UK customers extra to use their mobile phones in Europe. All new registrants, as well as users wishing to upgrade their plans from 7 July 2021, will have to pay £2 a day to use their plan in 47 European destinations.

 

The European Commission, meanwhile, proposed a few months ago to extend the abolition of roaming charges between different EU countries by 10 years. This measure, which has been in force since June 2017, was initially due to end in 2022. It concerns the 27 EU Member States, as well as Iceland, Liechtenstein and Norway, but not the UK. Indeed, due to Brexit, it ceased to apply EU rules on 1 January.

According to a Eurobarometer survey, half of Europeans with a mobile phone have travelled to another EU country in the last two years. In the summer of 2019, data roaming usage increased 17-fold compared to the summer of 2016, the summer before roaming charges were abolished.

 

Back in January, EE, O2, Three and Vodafone said they had no plans to reintroduce roaming charges, even if the Brexit gave them the opportunity to do so. EE now justifies that reintroducing these charges will "support investment in our UK-based customer service, and in our leading UK network". The additional charges will not apply to UK users in the Republic of Ireland.

According to the latest figures published by the Agence nationale des fréquences (ANFR), France now has 25,105 authorised 5G sites, of which 14,284 have been declared technically operational by operators.

 

Up 3.7% over one month, the increase in the number of 5G sites owes much to the legacy of past networks - and especially 4G. The ANFR points out that "almost all of these 5G installations have been authorised on existing sites already used by 2G, 3G or 4G technologies" and that only two mobile sites in France host only 5G.

 

According to operator statements, 56.9% of the 25,105 5G sites authorised at the end of May are technically operational. The main trends of the deployment carried out in a scattered manner by the operators to date are now emerging.

Free confirms its attraction for the 700 MHz band for accelerated coverage of the territory. 16,683 5G sites are counted in this frequency band, of which 9,584 are declared technically operational.

Bouygues Telecom, Orange and SFR have adopted similar tactics. The three operators rely on the 2.1 GHz band, which is already used for 4G. At the end of May, they had 8,376 authorised 5G sites in this band, with 3,973 declared technically operational.

 

However, operators are not forgetting about the "queen band" of 5G, the 3.5 GHz band, as they seem determined to move on to this specific 5G band.

The ANFR counted 8,550 authorised 5G sites in this band at the end of May, of which 3,973 were declared technically operational. This bodes well for the further deployment of the new generation of mobile technology.

It is now the turn of the professionals in charge of connection to commit themselves to solving the problem posed by the lack of maintenance or connection to the fibre. They have committed, through the signing of a charter of good practice, to put an end to what the public authorities see as a major obstacle to the adoption of fibre in the country.

 

A series of commitments including that of limiting themselves to a single level of subcontracting, "with particular attention to the status and qualifications" of the subcontractors employed.

This is a challenge given that "cascading" subcontracting is often blamed for defects in the quality of connections. The signatory companies of this charter, representing 70% of the sector's players, have also undertaken to encourage the use of local employment and to support the training of their employees through the implementation of actions dedicated to initial training or skills upgrading.

These include Axians, Circet, Constructel, Eiffage, ENGIE Solutions, Firalp, NGE Infranet, SADE Télécom, Groupe Scopelec, SNEF Télécom, Sogetrel, Solutions30 and SPIE CityNetworks.

 

Commercial operators and infrastructure operators such as Altitude Infra, Axione, Orange, TDF and XpFibre had already committed themselves at the beginning of March to a new subcontracting framework contract (also known as STOC mode, for "Sous-Traitance Opérateur Commercial") in order to put an end to these repeated abuses which are poisoning the lives of users.

 

Unfortunately, this problem is not new. Indeed, a working group set up by Arcep on the subject already reported in 2019 on "significant rates of malfunctions in the execution of final connection and cross-connection operations at the mutualisation point".

It cited three main difficulties to be resolved in order to put an end to the proliferation of "noodle dishes": repeated non-compliance with the rules on cross-connection at the point of mutualisation, defects in the routes taken by the optical fibre which can lead to traffic jams at the optical connection points, and various acts of vandalism at the points of mutualisation.

At a conference organised to present a dedicated barometer produced by Infranum, representatives of the fibre industry and the authorities had reason to be pleased. Indeed, the sector should once again reach a milestone in 2021 with the deployment of 6.2 million connections during the year.

The fibre players have even allowed themselves the luxury of exceeding the government's objectives with forecasts of 87% of homes connected to fibre in 2022 instead of the 80% initially desired by the public authorities.

 

If the year 2020 had already seen the sector break all records for connections, with 5.8 million sockets installed, the current year is looking even better. And it is on the public initiative networks (RIP) that the sector's professionals have chosen to focus in 2021. Of the 6.2 million outlets expected in 2021, 3.6 million will be located in RIP zones, compared with 1.8 million in AMII zones, 0.5 million in very dense zones and 0.4 million in AMEL zones.

 

A slowdown is planned for 2022 with the deployment of 5.8 million sockets, the majority of which will still be installed in RIP zones. The result is that while 40.6 million homes will have fibre optic access by 2025, there will still be 6.5 million outlets to be installed between now and 2025 in order to complete the networks.

And this is where the problem lies: "if there are "only" 6.5 million outlets left to be deployed by 2025, these will be the most difficult", emphasise the industry's representatives.

And to point out that 2.1 million premises, i.e. the last 5%, will necessarily have to be financed via substantial public aid... Worse still, 3% of this "remainder to be deployed" will not be able to be deployed, due to technical and financial constraints. "For these homes, it will be necessary to study other avenues, such as satellite internet," says Infranum, which sees the launch of new satellite offers as an increasingly credible alternative for achieving the objective of very high speed broadband for all.

 

In order to achieve 100% of homes with fibre over the next decade, the sector's professionals are calling for the implementation of a universal fibre service.

But there are also other pitfalls in the provision of high-speed broadband for all. Starting with the quality of connections, where the average failure rate of connections is currently between 20 and 25%. And although the representatives of the sector and the public authorities made commitments a few weeks ago to combat the spread of "noodle dishes" in civil engineering cabinets or within buildings, the result will not be immediate.

Among the burning issues for the sector is also that of employment. What is to be done with the professionals involved in the connection process once it is completed? This question will continue to be asked in the years to come, especially as the sector has recruited 9,700 new employees in 2020, instead of the 5,500 announced last year, and plans to recruit 5,500 in 2021, rather than 1,500.

 

"Three points must focus our efforts: the transition from copper to fibre, improving the quality of connections and anticipating the post-2021 period, particularly with regard to employment," conceded Cédric O...., the Secretary of State for the Digital Sector, on Tuesday, while welcoming the work carried out so far, noting that "the figures are very good, but we must continue this collective work, because there are still challenges to be met.

Arcep has just given its position on the quality of fiber connections. The verdict: although the split of the fiber connection sector between infrastructure operators and commercial operators has allowed a "massive acceleration" of the deployment of fiber in France, it has also led to abuses. As illustrated by the "noodle dishes" that too often overflow from civil engineering cabinets.

 

Indeed, for the French telecom regulator, even if the door is open to all commercial operators who request it in order to improve competition and to pull prices down, they must continue to prioritize quality over quantity.

And the STOC mode is particularly in the line of fire of the Authority. It reminds that "In this respect, the decision of Arcep is very clear: the regulatory framework fully allows an infrastructure operator to suspend the access of a commercial operator to the STOC mode in case of repeated failure on its part to comply with reasonable technical specifications and the rules of the art".

 

The problem of the final connection is not new. But in order to face the increasing number of reports and the rise of dissatisfaction, Infranum has just announced a major agreement between infrastructure operators and commercial operators. The operators have committed to improving the safety and quality of interventions, by reinforcing contractual procedures for the recovery of defects and by carrying out joint audits between infrastructure operators and commercial operators.

The agreement announced by Infranum provides for the collective assumption of network repair costs, according to a distribution key approved by Arcep, whereas the law stipulates that only the infrastructure operator is responsible for the proper functioning and maintenance of fiber optic connection equipment. The new framework is also accompanied by a more drastic penalty regime that can go as far as the exclusion of a subcontractor in the event of a contractual breach.

 

This is enough to satisfy Arcep, for whom "the current situation is difficult to understand". And to call for the commitments made by Infranum to be signed by all the stakeholders in the sector. And to remind that "these networks will be the reference fixed infrastructure for the next decades".

The latest quarterly figures published by Arcep confirm the growth of optical fibre in France: "the fourth quarter of 2020 was marked by record growth in fibre optic deployment (FttH) and its adoption, which concludes another record year in 2020". The 10 million subscriptions to FttH offers have now passed the 10 million mark.

 

The number of very high-speed broadband subscriptions now stands at 14.7 million. This represents nearly half of the total number of Internet subscriptions in France, and 51% of the number of premises eligible for very high-speed broadband, an increase of 3 points in one year.

This growth is primarily due to the increase in FttH subscriptions. With 3.3 million additional accesses in 2020, the number of FttH subscriptions is estimated at 10.4 million, or 70% of the total number of very high-speed accesses. Although broadband subscriptions still make up the majority of Internet subscriptions, with almost 16 million, they have dropped by 2.5 million in 2020.

In total, at the end of 2020, France had 30.6 million broadband and very high-speed subscriptions. This represents an increase of 285,000 in one quarter and 800,000 in one year (+2.7%). "Such annual growth has not been observed for three years," according to estimates from Arcep.

 

A trend that owes much to the sustained deployment of end-to-end fiber optic lines by operators and players in the sector. More than 1.9 million additional premises were made connectable to FttH during the fourth quarter of 2020. "More than 5.8 million lines were deployed in 2020, despite the health situation, 19% more than in 2019," said the telecoms policeman.

Now, 24.2 million premises are eligible for FttH offers, an increase of 31% in one year. Most of this growth is located in medium-density areas - the AMII zone (Appel à Manifestation d'Intention d'Investissement). At the end of the fourth quarter of 2020, a total of 28.6 million premises were eligible for very high-speed broadband services, all technologies combined, including 21.7 million outside very dense areas.

 

While fiber deployment is progressing well, many homes and businesses are complaining about connectivity at half-mast. This is due to faulty maintenance or connections at sharing points, which generate numerous quality-of-service problems.
To remedy this, the operators have just concluded an agreement that could be a milestone in the sector. They are committed to improving the safety and quality of interventions with a new system of penalties.

The agreement, announced by Infranum, also provides for the collective assumption of the costs of restoring the network. This will slow down the explosion of "noodle dishes" overflowing the pooling points, which could eventually pose a major problem for the connectivity of individuals and professionals.

The President of the Republic announced a plan to support the French cybersecurity sector. These computer attacks affect all countries in all sectors, with attacks sometimes with cybercriminal aims and sometimes with a desire to destabilize another State.

On this subject, Emmanuel Macron recalls the progress already implemented by Anssi since 2017, and details the government's additional efforts in this area.

 

The objectives of the plan announced by the government are to strengthen the cyber security sector and support the digital transition of the players, companies and local authorities affected by this upsurge in attacks.

A four-part plan. The first part will be devoted to funding research and development of a "cutting-edge" technology offering in the security sector, to the tune of 500 million euros. Public funds will finance 290 million, while the rest will come from private players.

The second part of the plan represents 148 million euros and concerns the "strengthening of links in the sector". State investment will amount to 74 million euros.

The third component aims to "support demand", with a plan of 176 million euros. 136 million will be allocated to Anssi through the recovery plan and the rest will be aimed at supporting the training effort.

The final component, valued at 200 million euros, will concern direct investments by the State in cybersecurity companies. Here too, the State is counting on public/private partnerships to support the emergence of new players.

The annual report on the quality of experience of the services offered by mobile operators in mainland France has just been published by the specialized firm Qosi. This document is intended to report on user experience on 2G, 3G and 4G networks marketed by operators during the year 2020.

 

This study is based on feedback from 42,000 contributors spread across 20,000 municipalities in France. And the results reflect a growing disparity of situations, whether in the countryside or in the city. By 2020, 23% of metropolitan municipalities will have a low-quality 4G network, with the vast majority of flows below 10 Mb/s. Worse still, 3% of the municipalities surveyed do not have any usable data network... 95% of these municipalities are located in rural areas.

 

Nevertheless, it should be noted that the quality of service of mobile networks is constantly improving, both in the city and in the countryside. In terms of downstream speeds, for example, Orange is one step ahead of its competitors in 2020, with the best average speed at national level. The incumbent operator is followed by SFR, then Bouygues and finally Free.
Despite widespread improvement, this is still not enough to widen the yawning gap that now separates rural and urban connections.

Take the case of Orange. Even by improving its downstream speeds by 10 Mb/s in all geographical areas, this is still not enough to close the gap between the quality of service observed in rural and urban areas. The operator is thus the one with the greatest disparity in speeds between the different strata of the population.

Conversely, Free is progressing uniformly throughout the country, making it the operator offering the most consistent quality of service.

 

The same applies to upload speeds. Orange has the best average upload speed in France. But the difference in treatment will remain significant depending on whether users are in urban or rural areas. In spite of this, the incumbent operator has established itself as the operator offering the best speeds for all population strata. Next comes Bouygues Telecom, followed by SFR and then Free.

 

This territorial divide is logically reflected in the results of the quality of service offered by operators on web browsing. At the national level, the proportion of pages displayed in less than 10 seconds is 92% for Orange, 89% for Bouygues Telecom and SFR and 86% for Free. Here again, rural areas are down 5 to 10 points compared to urban areas. This is enough to push operators to redouble their efforts to finally hope to bridge the digital divide in 2021.

Spanish company Cellnex has just acquired the entire portfolio of 10,500 French mobile sites from Hivory, SFR's TowerCo. Effective by the second half of 2021 and subject to approval by the authorities, the transaction was valued at 5.2 billion euros for Cellnex. It will also include an additional investment program of 900 million euros to deploy 2,500 new sites by 2029.

 

With this transaction, Cellnex is at the forefront of the mobile infrastructure market in France. Present in France since 2016 through its local branch, the group had more than 9,000 mobile sites throughout the country by 2020. The acquisition of Hivory puts Cellnex in the shoes of the sector leader, with nearly 20,000 mobile sites (antennas and rooftop terraces) across the country.

 

As under the agreements entered into by Bouygues Telecom and then Free with Cellnex, SFR is expected to remain the tenant of its former mobile infrastructure network for a period of at least 18 years, renewable for periods of 5 years.

The agreement signed with SFR illustrates the Group's strong ambitions in France and Europe. The Spanish mobile infrastructure champion has therefore just acquired one of its main competitors on the French market.

 

Now only TDF and the future TowerCo of Orange France remain on the French market to face the Spanish giant. This puts the latter in a comfortable position, before its new capital increase. This should enable it to finance a portfolio of acquisition projects, part of which has already been committed for the acquisition of Hivory in France and the integration of Deutsche Telekom's sites in the Netherlands.

 

For fiscal year 2019, the Group recorded a 15% increase in total revenues for the year and a 16% increase in EBITDA compared to the previous fiscal year. With operations in Spain, Italy, the Netherlands, France, Switzerland, the United Kingdom, Ireland, Portugal, Austria, Denmark and Sweden, the Spanish ogre now has a fleet of 120,000 sites, 75,000 of which are operational, with the remainder being acquired or deployed by 2028.

Iliad's subsidiary demanded that SFR's tariffs for access to the terminal part of its network be regulated, limiting any increase to the indexation provided for in the mutualization contract between the two operators and making any change beyond this scale subject to the signature of a rider "negotiated in good faith".

 

This is a hot topic, because already last April, the Arcep said it was ready to put the "points on the i's" in the issue of the increase in connection rates to SFR's fiber network in private areas. In fact, the Authority had already demanded from the mark with the red square the cancellation of the increase in its tariffs in force since the beginning of the year 2020 after having been seized by Bouygues Telecom last winter.

 

Free, which therefore demanded the revision of the co-financing rates demanded by SFR, in the AMII zone, so that they do not exceed €5.12 per line and per month (or €513.6 per line for the non-recurring rate) for a co-financing up to 20%.

This request was accepted by Arcep, which asked SFR to adjust its tariffs in the AMII zones but also in the AMEL zones. The Gendarme des Télécoms justifies this position by stating that SFR's infrastructure branch "has not produced any specific elements that would allow it to understand its costs" and believes that increases in access tariffs must "be justified by cost elements".

 

As in the dispute between Bouygues Telecom and SFR, the Arcep has enjoined the brand with the red square to return to its co-financing rates applied before February 2020. However, it has the possibility of adjusting them in a much more modest manner by means of an amendment. This decision was eagerly awaited by certain players in the sector, for whom the survival of the principle of sharing the terminal part of the Orange and SFR fiber networks, in force since 2008, was at stake.

IPv6 available for Free mobile users

Free was lagging behind when it came to activating IPv6 support on the mobile, but that has now changed. Indeed, a new option has appeared in the Free Mobile subscriber area allowing to activate it.

 

The transition to IPv6 has been a long-standing issue for operators since the shortage of IPv4 addresses has been felt for several years. The use of the new IP address standard solves the problem; the new protocol has an almost unlimited stock of IP addresses attributable to devices.

 

At the beginning of December, the Arcep updated its barometer of the IPv6 transition in France. Bouygues is doing well in this respect, with 87% of Android customers and 98% of iOS customers IPv6-enabled. Second came Orange with 35% on Android and 60% on iOS, while on SFR, only 0.2% of Android customers had activated IPv6. Free was last, as IPv6 activation was simply not available for the ISP's mobile clients until then.

 

While Free has been a poor performer on cell phones, the operator is catching up on fixed Internet networks with 99% of its customers having an IPv6-enabled connection. Next comes Orange with 75%, followed by Bouygues at 28% and SFR at 1.6%.
